During this time Nosi was also elected to form part of Quality Assurance Committee in Gauteng West within the Department of Health. The role of the committee was to monitor and inspect all Heath institutions within the region of Wet Rand to ensure that they were compliant to minimum required standards of service delivery and health policies. It was through her involvement in this process that she personally learned to commit to quality standard of service delivery and excellence everywhere she goes.

Nosi then joined Social & Restorative Justice system where she dealt with youth in conflict with the law, and are kept in Secure Care facilities. This is where her career took a sharp turn towards unlimited growth as she grew faster and faster to a level where she became a National Coordinator of Occupational Therapists Services within that field.

Her potential was overstretched. So, it was during this period that Nosi developed more than 15 accredited psychosocial programs for vulnerable youth in Restorative Justice systems and Child and Youth Care facilities in South Africa. She became a very key person in development of National Norms and Standards for Child and Youth Care Facilities in South Africa. This put her in advantageous position and awarded her a golden opportunity to form part in the Development and Amendment of National Internal Policies and Standard Operating Procedures for Secure Care facilities within Bosasa Secure Care Centres.

Nosi participated in diversion programs for vulnerable youth in conflict with the Law and those living and begging on the streets.

She was entrusted a prominent leadership position for 3 years to play a key role in rehabilitation of 750 children and youth who previously lived and begged in the streets of Gauteng Province. This was an initiative of the  previous MEC of Social Development, Dr Bob Mabaso, done as part of Growth and Development Strategy to half poverty and unemployment such that our communities become self- sustainable.  So together with Dr Mabaso’s team, they championed this program, through ongoing research and diverse programs in cohesive partnership with the Department of Social Development. This became a great success as most children and youth were reunited with their families, while some secured stable jobs in reputable companies within Gauteng Province and outside.

40 percent of these youth acquired accredited certificates on hard skills training which gave them golden employment opportunities after they graduated in various training institutions, while some started their own small businesses.

Nosi also worked in Jewish community where she offered her services to elderly people with diverse neurological, orthopaedic and degenerative conditions. She was part of multi-disciplinary (medical) team within a Medical Rehabilitation Unit.
